All poker players know that poker games are illegal and you can be arrested or charged. But there are loopholes in the legislation that are used by adventurous players.
200 players fortunately avoided charges and arrests - only because they were playing in Missouri bar not in Illinois across the Mississippi river. Their "colleagues" weren't so lucky - 21 players were arrested at a Hold'em tournament in Cahokia, Illinois. The extent of severity in different states is not equal - this let 200 people play poker and brought real profit to the cafe where the tournament was held. It wasn't considered gambling and was legal. Across the river such game of chance would be considered gambling anytime participants paid to play or a prize was involved.
So, if the goal of the tournament is charity of it is being held in the bar in Missouri - no problem, local authorities will make advances to you. Good luck!
