   The story of Cai Haowen may be considered a protreptic story to all civil servants that start illegal gambling in China. Cai grabbed more than $350,000 of public money and dishonestly spent them on gambling during his abroad errands. He fled after his disclosure, but was caught in February and recently received 17 years of jail for all his hitherto offences.

   He worked as a transportation management official of the Yanbian Korean Autonomous Prefecture and seemed to be a usual bureaucrat, but investigation showed the opposite. He was one of the people who were wanted by Ministry of Public Security and was pleaded guilty according to China strike on gambling among the officials. During the investigation he made one more unjustified action – he tried to bribe the police officer – and this only worsened his destiny. He was sentenced to 17 years of jail, and all his property was confiscated.
